Cause: iOS 4.2.1+ comes with new baseband signature check function that will check if your iPhone has latest baseband.
How to Fix Error Code 1013:
THIS FIX IS ONLY GOOD IF YOU ARE RESTORING TO THE LATEST FIRMWARE AND ENCOUNTER 1013 ERROR.
IF YOU ARE RESTORING TO A FIRMWARE THAT IS NOT THE LATEST, SEE FIXRECOVERY TOOL BELOW.
Mac OS X:
Step 1 : Go to your “Applications” folder
Step 2 : Go to your “Utilities” folder
Step 3 : Launch “Terminal”
Step 4 : Type “sudo nano /etc/hosts” (without quotes) and hit return
Step 5 : Enter your password
Step 6 : Use the down arrow key to find the “gs.apple.com” entries. Once the cursor is in front, make sure you comment out the line(s) by entering “#” (no quotes) in front of the text.
Step 7 : Save the file by pressing CONTROL+O on the keyboard
Step 8 : Exit the nano editor by pressing CONTROL+X on the keyboard
Step 9 : Restore your iDevice
Windows:
Step 1. Start –> Programs –> Accessories
Step 2. Right click Notepad or WordPad and run as admin
Step 3. Click “Open..” from File menu.
Step 4. Browse to Windows/System32/drivers/etc
Step 5. In “files of type:” select all documents
Step 6. Open “hosts”
Step 7. Delete all line that has “gs.apple.com” or something like that
Step 8. Hit Save, reboot PC
Step 9. Restore your device.

Procedure:
On firmware restore and iTune throws a 1013/1015 error and device gets stuck on recovery mode screen
1. Place device in
DFU mode
2. Run fixrecovery 421 or 4.3, verbose screen will appear on device.
3. Done! Device will boot to activation screen or lockscreen.
Update: Fixrecovery43.exe works 4.3.1 FW restore 1013 error! Those who claim that it does not work might have not followed instructions to place device in DFU mode before running fixrecovery43.exe. You might also need to download zlib1.dll (google it) and place it in same folder as fixrecovery4.3.exe.

Fixrecovery or exit recovery in Tiny will not work for iPad 2 wifi+3G units. These tools rely on the Limerain exploit which the iPad 2 is invulnerable to.
